Overview
At 91ÖÆÆ¬³§, Information Technology Services (ITS) is committed to supporting the university's mission and the President’s Road Map by prioritizing and aligning ITS projects that enhance academic, administrative, and student success. To help manage this process, the university has established the ITS Project Governance Committee (PGC), a leadership group that reviews and approves project proposals. What is the ITS Project Governance Committee (PGC)?
The PGC is a university-appointed committee responsible for reviewing and approving major IT project requests. Members are recommended by the Senior Officers Group (SOG) and appointed by the President.
Current members include:
- Executive Vice President for Academic Affairs and Provost
- Vice President for Operations
- Vice President for Student Affairs
- Vice President of Research
- Vice President for Communications and Marketing
Submitting an ITS Project Request
To propose a new ITS project:
1. Complete the
2. Include:
- A clear project justification
- Leadership support from your department or division
- Any supporting documentationn
- Confirmation of funding (if hardware/software purchases are needed).
3. The request is submitted into the ITS Project Portfolio Management (PPM) system for review.
Project Review & Evaluation
1. Initial Review (2–4 Weeks)
- ITS staff may contact you for more details
- A high-level estimate of time, cost, and effort is prepared
2. Qualification
- Once details and estimates are complete, the request is marked as Qualified
3. PGC Review: Qualified requests are reviewed quarterly by the PGC
Final decisions are based on:
- Alignment with university goals
- Urgency
- ITS resource availability
- Existing project workload
Project Approval Process
- Approved Projects: Added to the ITS PPM system and moved into the project lifecycle for management and tracking.
- Rejected Requests: You’ll be notified with an explanation. In some cases, external funding or IT contractors may be an option.
- Urgent Requests: If your project is urgent, discuss with your division leadership and send an email to itsprojectrequest@binghamton.edu with details. These are reviewed between meetings on a case-by-case basis.
Exceptions to the Review Process
Certain types of projects may bypass the full PGC review:
Standard Exceptions
- Projects related to university RFPs (e.g., LMS, videoconferencing systems)
- Construction or renovation projects involving ITS
- ITS hardware lifecycle replacements:
- Servers
- Network and telecom equipment
- Public computing desktops
- Security infrastructure (e.g., door access)
Emergency Requests
For time-sensitive or critical issues, submit your request as usual and follow up with an urgent email to itsprojectrequest@binghamton.edu. These will be escalated appropriately.
Project Lifecycle Stages
Every approved project is tracked in the ITS PPM system through the following statuses:

New | Approved but waiting for available resources |
In Process | Actively being worked on |
On Hold | Temporarily paused due to external factors |
Awaiting UAT | Work completed, pending user testing |
Awaiting User Action | User input or decisions are needed to proceed |
FM Planning | Preliminary work on Facilities-related projects |
Closed Complete | Project fully completed and closed |
Closed Cancelled | Project stopped before completion |
